Structures can become damaged and compromised in a variety of ways.  Some include Car vs. Building incidents, poor construction design, overloading, downed trees, age and deterioration, and other reasons.

Fire Departments generally respond to these incidents and may be presented with trapped victims, structural instability that requires shoring and other challenges.
